You will be learning to do this in photoshop:
It is such a simple, but useful skill to know. :)
1. first get out your brush tool (click on toolbar)
2. then move to the right top of your photoshop, and click on the brushes folder tab. Look at the image below and check the things i circled. (Make your brushes settings the same as mine.)

3. thats really all you have to do. :) bigger brushes make bigger circles. the wider the spacing setting is, the wider the gap. Easy, really.
